3 ΕΙΣΑΓΩΓΗ-ΟΡΙΣΜΟΣ ΠΡΟΒΛΗΜΑΤΟΣ ½
Η στρατηγική «Ευρώπη 2020» περιλαμβάνει το τι πρέπει να πράξουμε σήμερα και αύριο για να επαναφέρουμε την Οικονομία της ΕΕ σε υγιή τροχιά. Η Ευρώπη χαρακτηρίζεται από ένα έλλειμμα ανάπτυξης, το οποίο θέτει σε κίνδυνο το μέλλον όλων μας. Πρέπει να καταβάλουμε αποφασιστικές προσπάθειες για να θεραπεύσουμε τις αδυναμίες μας και να εκμεταλλευτούμε τα πολλά ισχυρά μας σημεία. Καλούμαστε να οικοδομήσουμε ένα νέο οικονομικό μοντέλο, βασισμένο στη γνώση, την έρευνα και την καινοτομία για μια οικονομία χαμηλών εκπομπών άνθρακα και σε υψηλά ποσοστά απασχόλησης. Ο αγώνας αυτός απαιτεί τη συστράτευση όλων των ενδιαφερομένων σε ολόκληρη την Ευρώπη. ΜΠΟΡΟΥΜΕ??

ΕΙΣΑΓΩΓΗ-ΟΡΙΣΜΟΣ ΠΡΟΒΛΗΜΑΤΟΣ 2/2 HORIZON 2020?? ΠΙΘΑΝΗ ΛΥΣΗ?? Horizon 2020 is the biggest EU Research and Innovation programme ever with nearly €80 billion of funding available over 7 years (2014 to 2020) – in addition to the private investment that this money will attract. It promises more breakthroughs, discoveries and world-firsts by taking great ideas from the lab to the market. Horizon 2020 is the financial instrument implementing the Innovation Union, a Europe 2020 flagship initiative aimed at securing Europe's global competitiveness.

Industry-Driven, Competitiveness-Focused European Technology Platforms – Concept: Stakeholders, led by industry, get together to define a Strategic Research Agenda on a number of strategically important issues with high societal relevance where achieving Europe’s future growth, competitiveness and sustainable objectives is dependent upon major research and technological advances in the medium to long term.

12 ETP: What are they? ETP have to contribute significantly to the renewed Lisbon strategy and to the development of a European Research Area of knowledge for growth, and in particular to orient the Seventh Research Framework Programme to better meet the needs of industry. Bring together the main stakeholders led by industry in an RTD field with a large market potential, and considered as strategically important for achieving Europe's future growth, competitiveness and sustainability. Identify common RTD goals of industrial relevance by covering the whole economic value chain and develop a Strategic Research Agenda (SRA) to achieve these goals. SRA addresses: the technological RTD challenges which are essential for Europe's future competitiveness; and the barriers to the timely development and deployment of new technologies and the new technology-based public goods and services. Stakeholders include industry, academia and the investors in research, public or private, as well as public authorities at national and regional levels.

Aim: Sustain Europe’s world leadership in embedded systems e.g. for aerospace, automotive, communications, private environments, nomadic environments, public infrastructure. Examples of expected benefits: industry standards to ensure that systems developed by different vendors can work together. The SRA focuses on advanced research in: system architectures, middleware, design methodologies, reference designs for embedded platforms, embedded computing and networking, wireless sensor networks, design and software tools, security, interoperability, quality of service and basic research. 19 Joint Technology Initiatives
JTIs derive from ETPs with the purpose to implement a substantial part of the SRA They are legal entities which are proposed as a new way of realising public-private partnerships in a relevant industrial research and development field at European level. 20 ARTEMIS/ENIAC JTI –Benefits
JTIs pool together public and private efforts in the implementation of a single research programme in a specific RTD domain which combines the strengths of Eureka and European Framework programmes Governance adapted to tri-lateral public-private partnership: industry, Member States and Commission Common objectives and implementation strategy Single evaluation, selection and project monitoring processes Greater flexibility in mobilising resources of Member States that are ready to work towards common goals First time ever: co-funding of R&D by Community and Member States Reduced time-to-project and time-to-market for research results in comparison with FPs

ETP and JTI can be of high value to stakeholders and to European economy and society build partnerships to share risk in research, concentrate resources, and compete speed up innovation by knowledge and experience sharing build consensus to turn research results into products and services Increase research effort and Improve return on investment in RTD But: should be open and avoid closed club

27 ΣΥΜΠΕΡΑΣΜΑΤΑ (1/2) Η Ευρωπαϊκή Ένωση πρέπει να επιστρέψει σε μία βιώσιμη και αειφόρο οικονομία και μάλιστα πολύ σύντομα Βασικός μοχλός για την επίτευξη αυτού του στόχου είναι η αποτελεσματική αξιοποίηση της έρευνας, της καινοτομίας και η χρήση των νέων τεχνολογιών. Το μεγαλεπήβολο σχέδιο HORIZON 2020 είναι ένας τρόπος για την επίτευξη αυτών των στόχων Όποια Ευρωπαϊκή πολιτική σχεδιασθεί μη λαμβάνοντας υπόψη το DNA των Λαών του Νότου δεν θα έχει καμία πιθανότητα επιτυχίας και μακροημέρευσης».
