ECTS Και τα 2 χρόνια 16 χώρες δεν συμμετείχαν Παρόμοιος αριθμός αιτήσεων (39 το 2010 και 45 το 2011) αλλά μεγαλύτερη η επιτυχία (5 το 2010, 12 το 2011) Η Τουρκία και η Τσεχοσλοβακία έλαβαν τις περισσότερες αιτήσεις European Commission can do a lot in driving forward the modernisation agenda and But – important to remember that the EU Member States remain completely responsible for the organisation and funding of their education systems So we have a supporting role – Supporting: - Member States: to work together and to learn from each other, including through the open method of co-ordination for peer learning and benchmarking progress - Universities and other HEI: financing specific projects eg. For the development of joint degrees, funding staff mobility through the Erasmus and Erasmus Mundus programmes, research into specific areas eg. For defining learning outcomes, - individual students: Erasmus flagship programme 2 million students since 1987 done an ‘Erasmus’, approx 200,000 per year helping Member States; and we have specific competence in the area of cross-border learning moblity 2

4 DS Label 2011 The last 15yrs or so have already seen a huge massification of HE. Can our systems cope with further expansion? Is there enough capacity? [Currently approx 4,000 universities/HEI in Europe and 21 million HE students in Europe] Growth is hard to achieve without additional funding – the money has to come from somewhere? Across Europe we are seeing that cost-sharing (ie. tuition fees) are becoming an increasing feature, especially at Masters level. Enough professors – retirement time bomb. Many are concerned about a possible trade off between quality and quantity? : Quality of programmes, contact time, recourse to junior lecturers/PhD students. QA important Diminishing exceptionality – will more students mean that a degree will be worth less than it used to be? How do universities profile and market themselves? Will there be more competition for students? May wish to come back to some of these questions in the debate.

DS - Και τα 2 χρόνια 9 χώρες δεν συμμετείχαν - Παρόμοιοι αριθμοί αιτήσεων (139 το 2010 και 133 το 2011) αλλά μεγαλύτερη η επιτυχία (53 το 2010, 55 το 2011) - Η Τουρκία έλαβε τις περισσότερες αιτήσεις και σημειώθηκε σημαντική αύξηση στις αιτήσεις στη Σουηδία Public online consultation (until 15th March) – over 2,400 responses, consultation with governments and mutual learning between countries on key topics Specific studies/research on key themes eg. Feasibility studies on ranking (June 2011), pan-EU student lending facility (March 2011) 4
